Notice of Contract Action – Test Parachute Programs static-line and military free fall parachuting currency and proficiency requirements IAW AFI 10-3503 AFMC.



Justification, Statutory Authority: FAR 13.106-1(b)(1)(i) – Soliciting Competition; (b)Soliciting from a single source. (1) For purchases not exceeding the simplified acquisition threshold. (i) Contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, and brand-name or industrial mobilization).

Synopsis:



This is a Sole Source synopsis published for informational purposes only.





The United States Air Force Test Center/Directorate of Contracting (AFTC/PZZE), Edwards AFB, CA intends to issue a sole source contract toPerris Valley Aviation Services Inc. 2091 Goetz Road Perris, CA 92570-9315 to support the USAFs only Test Parachute Programs static-line and military free fall parachuting currency and proficiency requirements IAW AFI 10-3503 AFMC supp. The contract will be executed by means of other than full and open competition, due to the need for the following requirements.



In order to comply with FAR 5.207(c)(15), the reason for lack of competition is as follows:



Vendor must be within the 500 miles radius of Edwards AFB and provide the USAFs only Test Parachute Programs static-line and military free fall parachuting currency and proficiency requirements IAW AFI 10-3503 AFMC with an on-site vertical wind tunnel.
