INITIAL NOTICE:



The U.S. Army Corps of Engineers – Tulsa District has been tasked to solicit for and award a contract for the Prado Dam Spillway Modifications Project. This announcement serves as official notice that a virtual industry day will be conducted for this project on 17 November 2022. Specific details and further instructions will be posted no later than 07 November 2022.



Prado Dam is located on the Santa Ana River, approximately 30 miles east of Anaheim, California and approximately two miles west of Corona, California. The reservoir area spans both Riverside and San Bernardino Counties. Construction of the original project began in 1938 and construction was completed in 1941.



The dam is considered a “dry dam” and the reservoir is normally maintained at a level approximately 90 feet below the existing dam crest. Existing primary project features include:




  • A 124-foot-high earthen embankment dam approximately 3,000 feet long and an earthen auxiliary dike approximately 60-feet-high and 5,400 feet long.

  • A reinforced concrete gated outlet works structure consisting of an intake tower and double 23-foot-high by 22-foot-wide reinforced concrete box sections through the main embankment.

  • An uncontrolled reinforced concrete spillway consisting of an earthcut approach channel, a mass concrete ogee crest structure, a reinforced concrete chute, and a reinforced concrete flip bucket. The spillway is approximately 1,000 feet wide and 1,000 feet long.



The purpose of the construction project is to increase the uncontrolled crest elevation of the spillway 20 feet to provide additional flood protection for downstream communities and to address dam safety deficiencies associated with the existing spillway. To accomplish these objectives a new spillway will be constructed within the footprint of the existing spillway and new composite embankment connections will be constructed to connect the existing dam embankments to the new spillway structure. The modifications project will specifically include construction of:




  • A new reinforced concrete arced, seven cycle labyrinth control structure that includes an uncontrolled crest elevation that is twenty feet higher than the existing ogee crest elevation.

  • Two gated access portal openings on the interior nose walls of the exterior labyrinth cycles.

  • Two composite embankment connections, including RCC gravity monoliths, that connect the new spillway to the existing Prado Dam main embankment to the west and the auxiliary dike embankment to the east.

  • New reinforced concrete chute slabs anchored to the foundation rock with passive anchor reinforcing bars.

  • A new underdrain system for the chute.

  • New reinforced concrete cantilever spillway chute walls.



In accordance with FAR 36/DFARs 236, the estimated construction price range for this project is over $500,000,000.



The anticipated North American Industry Classification System code for this procurement is 237990, Other Heavy and Civil Engineering, which has a small business size standard of $39.5M.



The anticipated solicitation issuance date is on or about October 2023. The official synopsis citing the solicitation number will be issued on http://sam.gov, inviting firms to register electronically to receive a copy of the solicitation when it is issued.
