Description

The AFTC Contracting Directorate (AFTC/PZZF) Edwards AFB, CA, intends to award a sole-source contract to YarCom Inc, a Small Business, to provide equipment, installation, monitoring, and softwares, labor, materials, and other items for Radio Frequency Emissions Monitors Systems (RFEMS. There are locations involve, Edwards AFB, 412 TW Test Range, Facilities at Grey Butte and El Mirage, and Plant 42 (tentatively). The address: YarCom, INC, 8127 Mesa Dr. STE B206-318, Austing, TX, 78759-8632. The CAGE is 1H5M5. The anticipated contract will be a firm-fixed Price (FFP), contract for the equipment and services. Anticipated award date is on or before 16 Oct 2023.



The following is a brief description of the acquisition requirements:



1) – BACKGROUND: 412th Test Wing (TW) test range is experiencing an increase in the use of the radio frequency (RF) spectrum, and adverse impact from the increase in radio frequency noise and interference (RFI). New emission examples include low power wireless RF device proliferation, increased operational emissions at 412 TW, and increased spectrum usage in the area surrounding EAFB Range. Adverse impacts are affecting the EAFB telemetry receivers, voice, and data communications systems, and C-band radars systems at several range locations.



This task continues the process of monitoring and protecting the 412 TW range electromagnetic environment that is essential to data collection during flight test operations. The 412 TW Range needs measurement data and associated analysis to control the electromagnetic spectrum encroachment at 412 TW. The information collected will assist in planning spectrum use to identify and mitigate interference. Continuously updated measurement data and analysis will allow 412 TW Range to plan, budget, establish policies, and procedures to protect the range electromagnetic environment (EME)



2) - SCOPE: The task’s scope is to upgrade the SNEP system utilized to collect EME noise floor measurements from three operational sites at the 412 TW Test Range and to add an installation at locations off 412 TW range at Grey Butte, El Mirage and Mobile RFEMS Trailer. Develop tools to further utilize data collected during the baseline measurements phase and use the collected noise floor measurements for comparison with ITU-R P.372-12: 2015. This continual probe of the 412 TW RF environment will provide a more proactive approach to comprehensive RF environmental monitoring.



The statutory authority which permits other than full and open competition for this acquisition is 10 United States Code (USC) 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1(a)(2)(ii)(A). This authority is supported by an approved sole source letter (see attached letter). The applicable NAICS code is 541330 and the size standard, as defined by the U.S. Small Business Administration, is $25,500,000.



This synopsis neither constitutes a Request for Proposal (RFP) or an Invitation for Bid (IFB), nor does it restrict the Government in any way to an ultimate acquisition approach; however, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the Government. THIS IS NOT A REQUEST FOR PROPOSAL AND IS NOT TO BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT.



AFTC has appointed an Ombudsman to hear concerns from potential offerors relating to this acquisition. The Ombudsman does not diminish the authority of the Program Director or Contracting Officer, but communicates contractor concerns, issues, disagreements, and recommendations to the appropriate Government personnel. When requested, the Ombudsman will maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process. Matters of a routine or administrative nature concerning this acquisition should not be addressed to the Ombudsman but rather the Contracting Officer identified below.
