Description

The MCI WEST - Regional Contracting Office (RCO), Marine Corps Base, Camp Pendleton, CA, has a requirement to provide AR dry fire – Shooter Performance System Training Equipment for Weapons and Field Training Battalion, Marine Corps Base (MCB) Camp Pendleton.





The resulting one-time buy supply contract is expected to be awarded Friday, September 29th, 2023. Delivery of this order will be preferred to be received no later than Tuesday, November 28th, 2023. If two separate deliveries are required to accommodate this order the first 60% of the order will be required no later than Tuesday, November 28th, 2023 with the remaining 40% delivered no later than Thursday, December 28th, 2023.





The anticipated procurement will be a Firm-Fixed-Price contract.





This is a pre-solicitation notice that a solicitation is scheduled to be released via SAM (www.SAM.gov) on or around 20 September 2023.

Set-aside status: Total 100% Small Business Set-aside





The North American Industry Classification Standard (NAICS) code for this project is 332994 (Small Arms, Ordnance, and Ordnane Accessories Manufacturing) with a size standard of 1,000 employees.

MINIMUM SALIENT CHARACTERISTIC





CLIN 0001 - Shooting Performance System






  • Able to differentiate different shooting mechanics and identify to end user specific problems for individual and trending issues.

    • Must provide data on deficient shooting mechanic and recommended remedy to correct.

    • Must also support batch reporting for groups.








  • Easy to operate device and program by both end user and instructor.






  • Capable of use during dry and live fire (Item cannot be in chamber of the weapon).






  • System must be encased in a durable housing construction that is water resistant or waterproof and preferably made of a lightweight material that will not add any noticeable weight to the weapon system.






  • Connects externally, must work with M16A2 or M4 Service Rifle, must not obstruct view through RCO scope.






  • No cabling attached while in use when mounted onto the weapon system.






  • Requires no tools to mount or dismount.






  • Dimensions:

    • No greater than 2 inch long, 1.25 inch wide (at thickest point), 1 inch high.

    • No less than 1.5 inch long, 1 inch wide, 0.75 inch high.








  • Battery powered and battery must be rechargeable with no less than 11 hours of operation time on a full charge.






  • System cannot utilize any laser functions or be mounted in the chamber or barrel of the weapon due to safety concerns.






  • Bluetooth enabled and able to sync with a personal tablet.






  • Federal Communications Commission and European Conformity Certified.





CLIN 0002 – Tablets and Protective Cases




  • Tablet

    • Not less than 7 inch and no greater than 8 inch screen)

    • Tablet must have enough processing power to support shooting performance system.

    • Bluetooth enabled and is Federal Communications Commission and European Conformity Certified.

    • Must be rechargeable with a battery life of no less than 8 hours on a full charge.








  • Tablet Protective Case

    • durable enough to protect tablet in the event of a fall from a height of greater than 4 feet, usable in bright conditions for visibility, and be waterproof.







Note: No less than a 1 year warranty and must cover repair or replacement for normal wear and tear on the Performance Shooting System, the Tablet, and the Case.
