PRE-SOLICITATION/SPECIAL NOTICE



Contractor Instructor, Maintenance, Operation and Training Support (CIMOTS) for Cargo Offload and Discharge Systems (COLDS)

Description:



The Department of the Navy (DON), Naval Air Warfare Center Training Systems Division (NAWCTSD), Orlando, FL has a requirement for Contractor Instruction, Maintenance, Operation and Training Support (CIMOTS) including Organizational and Intermediate maintenance for the Strategic Sealift Cargo Offload and Discharge Systems (COLDS). Under this requirement, the contractor shall provide operational and training support (including high and medium risk) training management, maintenance, operational and training support services, for Government (Navy/Marine Corps/DOD) students. This will require the use of Improved Navy Lighterage System (INLS), Maritime Prepositioning Force (MPF) Utility Boat (MPFUB), Lighter, Amphibious Resupply, Cargo, 5 ton (LARC V) craft, and Inflatable Boats or other Government furnished craft/equipment. Site Visit:



The Government intends to hold a Site Visit from 18-20 April 2023, located at Expeditionary Warfare Training Group, Pacific (EWTGPAC), Naval Amphibious Base (NAB), Coronado, CA. Each offeror will have approximately four (4) hours and additional time per offeror may be provided, but is dependent upon the number of offerors participating in the site visit. Potential offerors interested in participating in the site visit, must complete the Site Visit Request Form. A Site Visit Request Form shall be completed for each employee (up to five (5), and return to Contract Specialist Brittney Behr at brittney.n.behr.civ@us.navy.mil, by 11:00AM EST 12 April 2023. Acceptance and approval of site visit request will be provided via email NLT 13 April 2023 by 11:00AM EST. Details of the site visit, such as offeror specific date/time, instructions, and Government Points of Contact (POC), will be provided in the approval email.



If an interested party is unable to attend the scheduled site visit, an email may be submitted to Contract Specialist, Brittney Behr at brittney.n.behr.civ@us.navy.mil prior to 12 April 2023 at 11:00 AM EST, requesting an alternate time. The Government will attempt to accommodate an alternate date/time, however an alternate date/time is not guaranteed. Failure of a potential offeror to submit questions or attend the scheduled site visit will be construed to mean the potential offeror fully understands all requirements of the upcoming Request for Proposal (RFP). Potential offerors are advised the purpose of the site visit is to allow potential offerors an opportunity to gain the best possible understanding of the working environment, equipment, and requirements of the upcoming RFP to allow for an accurate and complete proposal submission.



The Government does not intend to distribute any Government Furnished Information (GFI) during the scheduled site visit. All GFI related to this requirement will be made available with the positing of the solicitation.

All questions from the site visit must be submitted, using the Questions and Answer Form, NLT 28 April 2023 at 4:00PM EST, to brittney.n.behr.civ@us.navy.mil.



Notes:



EWTGPAC is located on a military installation with strict access and control points. The offeror shall ensure personnel attending the site visit have appropriate identification and adhere to local, state, and federal laws. The Government is not responsible for any offeror employed personnel denial of base access.



NO FUNDS ARE AVAILABLE AND THE GOVERNMENT DOES NOT INTEND TO PAY FOR ANY OFFEROR PREPARATION RELATED TO THE SITE VISIT OR PROPOSAL SUBMISSION RELATED TO THE CIMOTS/COLDS REQUIREMENT. ANY OFFEROR REQUEST FOR PAYMENT WILL BE DENIED WITHOUT GOVERNMENT CONSIDERATION AND/OR DISCUSSION.
