The Naval Air Systems Command (NAVAIR), NAS Patuxent River, MD has a requirement to award a modification to N00020G0005 N0001923F0041 for the procurement of activities required to support and retrofit MQ-4C Triton Unmanned Aircraft System (UAS) assets from Integrated Functional Capability (ICF) 3 configuration to IFC 4.2 configuration program requirements. This action is anticipated to awarded in FY 2025.

This effort is being solicited on a sole source basis with Northrop Grumman Corporation (NGC), San Diego, CA. This requirement will be procured in accordance with the statutory authority permitting other than full and open competition under 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1, “Only one responsible source and no other supplies or services will satisfy agency requirements.”

As the sole designer, developer, manufacturer, and integrator of the MQ-4C Triton UAS, NGSC is the only source that possesses the engineering data, technical skills, and requisite knowledge of the design, fabrication, performance, and operational characteristics of the MQ-4C UAS required to perform the necessary production efforts within the required timeframes and without substantial duplication of costs. No other source has the technical qualifications and necessary resources to perform the work described herein, nor will any other supplies or services satisfy the Government’s requirements.
