Description

NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT



NAVFAC SW intends to issue a Firm Fixed Priced contract under the authority of Federal Acquisition Regulation (FAR) 13.106-1(b)(1)(i), Soliciting from a Single Source. Award is anticipated to occur on or about April 15, 2024 to Chant Engineering Company. The period of performance will be May 1, 2024 to March 31, 2025, with a follow on option to be used if necessary of April 1, 2025 to March 31, 2026.



As indicated in the attached and approved SAP Single Source Determination, Per the NAVFAC P-307, Management of Weight Handling Equipment Manual, all work, repairs, and services that are required on weight handling equipment are to be performed by an OEM certified/authorized dealer. Additionally, per the P-307, all load controlling parts that are required to be replaced must be replaced by OEM parts. Chant Engineering Company is an OEM certified/authorized dealer for testing machines for the rigging industry.



Service Maintenance is as follows:



Pull Test Machine



The contractor shall provide all coordination, equipment, labor, management, materials and parts, supervision, supplies, tools, facilities, and transportation necessary to provide yearly calibrating of the 50K and 600K Pull Test Machine at Building 3509, Naval Base San Diego, San Diego, California.



Recalibration shall include:




  1. A visual inspection of electrical, hydraulic, and mechanical systems of the testing bed and test load.

  2. Display on a yearly periodic basis.

  3. A certificate of calibration meeting ASTM E-4 standards.

  4. Operator training certificates.

  5. Update all computer software and provide recommendations for any add on options that would improve productivity.

  6. Notification of free upgrades to data acquisition software (data test).



The North American Industry Classification System (NAICS) code for this requirement is 541380 with the size standard of $19.0 million. The applicable Product Service Code is H239. This notice of intent is not a request for proposals or quotes. However, responses may be submitted via email only to Christina Peer, Contract Specialist at: Christina.j.peer.civ@us.navy.mil. Responses received no later than 2:00 PM Pacific Standard Time on March 19, 2024, shall be considered by the Agency. A determination by the Government not to open the requirement to competition based upon the responses to this notice is solely within the discretion of the Government. Information received will generally be considered solely for the purpose of determining whether to conduct a competitive procurement.
