Description

This is a Sources Sought notice issued by the Defense Logistics Agency (DLA) Energy-FEM - San Antonio, Texas. This is NOT a solicitation for proposals.



The Defense Logistics Agency (DLA) Aerospace Energy Business Unit, as the Department of Defense (DoD) Integrated Materiel Manager (IMM) for Aerospace Energy products and related services, requires delivery of high purity Liquid Nitrogen to the Defense Microelectronics Activity (DMEA) at McClellan, CA into Contractor-provided tank and gas conversion system.



DLA Aerospace Energy intends to award a firm fixed price Sole Source supply requirements-type contract for the procurement of bulk high purity liquid nitrogen, tank rental, telemetry monitoring and maintenance in support of DMEA at McClellan, CA UNDER THE AUTHORITY of Federal Acquisition Regulation (FAR) 13.501(a), Sole Source acquisitions and FAR 13.106-1(b)(1)(i), only one source being available to meet the Government’s needs, to:

The bulk liquid nitrogen tanks and other systems were installed and operational in Fiscal Year 2013 in support of DMEA mission. The Government does not own or operate any of the equipment. All equipment is the property of Messer North America. No other vendor is permitted to deliver LN2 into current system, and the concrete pad and the equipment is confined to a very limited space, it would take an extended amount of time and money to switch systems from Messer to another vendor. Messer, is the only known source at this time that can continue to supply critical 4.8 grade liquid nitrogen to the DMEA facility without unacceptable interruption.



The anticipated North American Industry Classification System (NAICS) code for this requirement is 325120 Industrial Gas Manufacturing.



The Product Service Code (PSC) is 9135- Liquid Propellant Fuels and Oxidizers, Chemical Base.



Product Specification: The delivered LN2 shall meet or exceed SEMI C59-1104, Specifications and Guidelines for N2 Grade 4.8 (nominally 99.998% pure). The LN2 produced shall meet or exceed SEMI C59-1104 Grade 4.8 (nominally 99.998% pure) at a regulated pressure of 105 psi delivered at the header.



Period of Performance: 1 December 2024 through 30 November 2029



Supplies and/or Services minimum requirements:




  1. Bulk Liquid Nitrogen - 4,200,000 Gallons (840,000 gallons per year)

  2. Tank Usage Fee (60 Each) - Note: Contractor Provided Equipment: consist of 13,000-gallon liquid nitrogen (LN2) tank, four vaporizers, and Dewars delivery system.

  3. Telemetry Usage Fee (60 Each)

  4. Detention Fee (5 Each)



Frequency of Product Delivery: 70,000 gallons per month (with approximately 6,500 -7,000 gallons delivered every other day).



CAPABILITY STATEMENT: Interested qualified organizations should submit a capability statement for this requirement addressing the areas below. Statements should include an indication of current business size and a list of available ancillary services available as well as any technical information believed to be useful to the Government. The capability statement at a minimum shall address the potential vendor’s ability of the following:



a. Capability to fully meet the specification. Does contractor currently produce LN2 that exceed SEMI C59-1104, Specifications and Guidelines for LN2 Grade 4.8 (nominally 99.998% pure)?



1. Contractors must address the liquid nitrogen industry and the ability to meet all the needs for the entire period of performance.



2. Contractors should list declared force majeures for liquid nitrogen in the past 12 months, and how potential supply shortages would be mitigated in this requirement.



b. Capability to perform all the sampling/testing requirements listed in the specifications.



c. Capability and willingness to allow government quality assurance inspectors access to supplier production/load-out plant to conduct quality assurance assessments as needed.



d. Statement of equipment availability and timeline to install a13,000-gallon liquid nitrogen (LN2) tank, four vaporizers, Dewars delivery system and a telemetry monitory system.



e. Capability for a potential Federal Government Contract, your company must be registered in the System for Award Management (SAM) https://www.sam.gov/portal/SAM/#1. Is your company registered SAM, and if so, what is your company's cage code and Duns # If your company is not currently registered in SAM, would you be willing to register in the SAM system?



f. What is the size of your company?



1.What are your primary and secondary NAICS codes?



2. If you identify as a Small Business (SB), please identify your company’s small business size standard based on the primary NAICS code 325120 – Industrial Gas Manufacturing.



g. Provide address for closest liquid nitrogen manufacturing fill-point/plant, located near DMEA facility located in McClellan, CA.



Capability statements shall not exceed ten (8.5 x 11 inch) pages using a font size no smaller than 12-point.



All capability statements received by the due date of this notice will be considered by the Government. A request for documentation or additional information or submissions that only ask questions will not be considered as an affirmative response. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed with a sole source award.
