The City is requesting proposals from qualified professional firms with proven experience to conduct various comprehensive revenue and fee studies for the City.

The main purpose of the RFP is to analyze potential new revenue sources and an updated analysis of current revenue sources. The City seeks one or more qualified firms who can demonstrate that they possess organizational, functional, and technical capabilities, and also have experience, expertise, and qualifications to provide and support the below project objectives either in part or in whole. Firms may submit proposals that cover one or more of the identified City objectives.

Project Objectives:

  1. Full Cost Recovery and User Fee Study for Master Fee Schedule Update, including new fees recommended by the firm. The City’s current Master Fee Schedule is located here.
  2. Development Impact Fee and Nexus Study, including exploration of new development impact fees recommended by the firm. The City’s current Development Impact Fee Schedule is located here.
  3. Analysis of Potential New Revenue Sources, such as increases or changes to existing parcel taxes and/or the creation of new special tax and/or assessment districts. These analyses will be billed on an hourly basis, with a not-to-exceed maximum price agreed to prior to commencement of work.
  4. Additional fee and revenue studies as requested by the City – these will be billed on an hourly basis, with a not-to-exceed maximum price agreed to prior to commencement of work.

Firms may elect to only cover one objective or may be able to provide services for more than one. If providing more than one, firms will need to identify how their resources will be applied to meet deadlines for all objectives they propose to cover.

All work performed shall include an Equity Lens analysis as guided by the City’s 2021 Equity Plan. For reference, the City’s Equity Plan can be found here .

The services are tentatively expected to commence in December 2022 with preliminary reports from the selected proposer(s) due in January 2023, for presentation to the City’s Finance/Audit Sub-Committee. Final reports will be presented to the City’s Finance/Audit Sub-Committee in March 2023. The presentation of the updated master fee schedule and other revenue options to the City Council is planned for May 2023, with the public hearing and adoption of the master fee schedule expected to occur in June 2023, with an effective date of July 1, 2023. For revenue options that require voter approval, a preliminary report is tentatively scheduled to be presented to the City’s Finance/Audit SubCommittee in August 2023, with a final report presentation in October 2023. In November, the City Council will provide direction on which voter approved revenue options to pursue. Stakeholder outreach and preparation and completion of associated documents will occur December 2023 to April 2024, with a final approval of ballot language in June 2024.
