The Lake County Health Services (LCHS) Department (hereafter “County”) Request for Proposals (RFP) is seeking to identify qualified vendors interested in providing County with a comprehensive Electronic Health Record (EHR). The EHR system must meet the requirements specified in the 21st Century Cures Act: Interoperability, Information Blocking, and the Office of the National Coordinator (ONC) Health IT Certification Program Final Rule, as described in 45 CFR Parts 170 and 171, along with the specifications described in this RFP. The EHR system will be implemented at the County’s Public Health Division, as well as across service providers within our Managed Care Plan, including contracted service providers. A Bidder’s proposed system must include tracking and reporting of nurse case management, perpetual time, and program performance reporting. The system should be Medicare and Medi-Cal compliant and include a comprehensive billing system.
