Project Description

The City and County of San Francisco, through the San Francisco Public Utilities Commission (“SFPUC”), seeks responses to a Request for Qualifications (“RFQ”) from Special Service Providers regularly engaged in the certification, maintenance, inspection, troubleshooting, repairs, testing and installation of security surveillance and access control equipment. The SFPUC requires construction services to furnish, install, repair, replace, integrate, and maintain function of security surveillance and access control equipment. Work locations will be throughout the counties of San Francisco, San Mateo, Santa Clara, Alameda, San Joaquin, Stanislaus, and Tuolumne, and other SFPUC/City owned Lands and Rights of Way.

The SFPUC has various security systems across the organization - Lenel OnGuard is used as the primary physical access control security system. It consists of one master server, several regional servers, access control boards, card readers, and enclosures. Additionally, the organization has a video surveillance system consisting of an extensive fleet of IP and non-IP based cameras attached to either Lenel Network Video Recorders (LNVRs) or Milestone XProtect Video Management System (VMS).

A California Class C-7 (Low-Voltage Systems Contractor) or C-10 (Electrical Contractor) or A (General Engineering) and Lenel International System Inc. Value Added Reseller (VAR) Certification, Milestone Reseller Certification is required for the Application. Furthermore, each listed subcontractor must possess appropriate active licenses for the work each subcontractor will be performing.

Bid discounts will not apply during the RFQ phase, but may apply during the CSO quotation evaluation phase in accordance with Administrative Code Chapter 14B.
