Placer County is part of the Sacramento Region, which also includes the Counties of El Dorado, Sacramento, Sutter, Yolo, and Yuba. The government center of Placer County (located in Auburn) is located approximately 30 miles northeast of Sacramento, the State capital. Placer County is very diverse in composition having a significant urban area in the cities of Roseville, Rocklin and Lincoln located on the outskirts of Sacramento. The County also has a large agricultural community in the mid-county and Sierra Nevada foothills region and a significant tourism industry primarily located in the eastern part of the County surrounding Lake Tahoe. The County of Placer is soliciting proposals for shelter services in two distinct categories. An in person congregate environment accommodating up to 100 adults and a tent encampment area with approximately 50 tents. Placer County is soliciting proposals to contract with qualified agencies or collaborative of agencies to provide the basic shelter services in the described categories to assist clients in obtaining self-sufficiency and stable housing. The proposer should indicate if they are proposing a “wet” or “dry” shelter in their response and indicate why they believe that is the appropriate shelter for their proposal. This RFP seeks to fund crisis shelter and services programs that service homeless adult individuals, and provides specialized services to chronically homeless individuals, as defined by the U.S. Department of Housing and Urban Development (HUD). Services should be provided in a safe environment that meets all county, state and federal requirements concerning licensing and health codes. The program will provide services to Placer County homeless men and women with priority given to individuals who are from the Auburn area. This RFP may result in the award of one or more contracts to be effective for an initial term of approximately two (2) years, with an option to renew the contract for three additional two-year periods, at the County’s discretion. |

A proposer’s conference has been scheduled for March 15, 2023 at 1:00 pm. Interested firms will have an opportunity to submit questions regarding the requirements outlined in this RFP. This pre-proposal conference will begin at the Procurement Division offices located at 2964 Richardson Drive Auburn CA 95603. This is the Larry Oddo Financial Building, upon entering the building turn right and you will be facing the Procurement Division. Following an introduction a walking tour of both locations will be provided. Please wear appropriate shoes as it is approximately 1 mile to cover both locations. While attendance is not mandatory, interested proposers are highly encouraged to attend, as this meeting will not be recorded. In order to make the meeting more effective for all participants, attendees should read this document thoroughly prior to the meeting. Substantial clarifications or changes required as a result of the meeting will be issued in the form of a written addendum to the RFP.
