Proposition 63 (known as the Mental Health Services Act or MHSA) provides opportunities for counties to provide increased funding, personnel, and other resources to support mental health programs and monitor progress toward statewide goals for children, transition age youth, adults, older adults, and families. Based on the results of our recent community mental health needs assessments, Placer County Health and Human Services is looking to fund additional Prevention and Early Intervention strategies to support the identified priority populations.
In consideration of the above-mentioned needs, Placer County is soliciting written proposals from qualified firms, groups, or individuals to provide one or more services which are further described in this Request for Proposals (RFP). Programs that are awarded through this Request for Proposal will be included in the County’s Three-Year MHSA Plan beginning in Fiscal Year 2023/2024. Placer County will prioritize proposals based on agency’s experience and expertise in the field, how the proposal aligns with the foundational goals and requirements of PEI programs (per MHSA regulations) and addresses the specific needs and strategies for populations of focus identified by community stakeholders. A total of up to $1,000,000 is available in Fiscal Year (FY) 2023/24 for activities presented in this RFP. It is expected up to $1,000,000 of additional funding may be extended to awarded activities for FY 2024/25 and 2025/26 combined, dependent on activity outcomes and available funding. Contracts will be negotiated with firm(s) for FY 2023/24, with contract terms for one year with options for renewal. This RFP includes a description of the scope of work, proposal requirements, and instructions for submitting your proposal. An online (virtual) proposer’s conference has been scheduled for February 9, 2023 at 11:00 am. Interested firms will have an opportunity to submit questions regarding the requirements outlined in this RFP. Placer County is committed to public participation in county government in a manner that is consistent with local, state, and federal health and safety guidelines.
