Description: Notice is hereby given that sealed bids will be received and publicly opened by the Los Angeles County Development Authority (LACDA) until March 2, 2023, at 2:00 p.m. for the Harbor Hills Administration Office Upgrade project located at 26607 S. Western Ave., Lomita, CA 90717. Bids must include all completed forms contained in Appendix B Required Forms. Failure to complete these forms may result in a determination that the bidder is non-responsive and/or non-responsible. Bidders shall guarantee their bid for a minimum of 240 days. The scope of work for this project includes refurbishment, remodeling, and expansion of an existing administration office building. This includes but is not limited to upgrades of the existing one-story building, approximately 6,630 square feet in area, and construction of an additional 554 square feet of expanded space. Upgrades include interior refurbishment, accessibility upgrades, low voltage, and other related building and site improvements, furniture, shelving, painting, and all associated work. Contractors are responsible for verifying site and building conditions prior to submitting their bid. Bidders must attend a mandatory Pre-Bid Meeting at the administration office located at 26607 S. No oral, electronic, facsimile, or telephonic proposals or modifications will be considered unless specified. Bids received after the scheduled deadline will be returned unopened. Bidders, who, upon request, receive the Invitation for Bids package and do not wish to submit a bid should reply with a letter of “No Bid” by the submission due date. This is a HUD Section 3 Contract and all Bidders must meet or commit to achieving Section 3 employment and/or contracting goals to be considered a Section 3 responsive bidder and eligible for a contract award. A Bidder who qualifies as a Section 3 business concern may be eligible for a bid preference. In submitting a bid, each Bidder thereby agrees that, if awarded a contract, it shall execute a standard contract, a sample of which is attached to the IFB package for reference. The LACDA shall not award a contract to, or be obligated to execute a contract with, any Bidder who refuses to execute said standard LACDA contract. The LACDA reserves the right to reject any and all bids. This IFB is not a contract or commitment of any kind. The LACDA is not liable for costs incurred in the preparation of the respondent’s bid.
