As part of its broader commitments to reforming its youth justice system, providing necessary and effective care to its vulnerable youth, and remediating long-standing inequity in the Antelope Valley, the County in collaboration with the Los Angeles County Board of Supervisors seeks a planning partner to transform the former Challenger Memorial Youth Center in Lancaster into a voluntary, residential educational and job training center for young women and men ages 18-25. The transformed living and learning center shall serve emerging Youth who were involved in the criminal justice, foster care systems, who are experiencing homelessness, who are otherwise vulnerable and in need of support.
