The City of Santa Cruz Public Works Department is seeking a contractor to implement a burrowing rodent mitigation program on the San Lorenzo River Levees. This program is anticipated to be a multi-year effort to manage burrowing rodent population and mitigate impacts of burrows in the San Lorenzo River Levees. Program Background: The San Lorenzo River levees were constructed in 1959 as the main component of a large-scale cooperative flood control project between the City of Santa Cruz and the United States Army Corps of Engineers (USACE). The City of Santa Cruz (City) is seeking to certify the levee system as meeting the FEMA criteria outlined in Title 44, Section 65.10 of the Code of Federal Regulations (44 CFR 65.10). Burrowing rodents has been identified as a threat to levee stability and mitigation of the borrowing rodent population is needed to proceed with FEMA certification.

The BRMP will involve, identify, and mitigate active burrows. The selected contractor shall use an RC 206ES Rodent Control compressor or equivalent to mitigate burrows by fumigation. Fumigation shall be completed by a qualified contractor with a valid California Structural Pest Control Board License

The approximate project area is shown in the following figure, specific projects limits are as follows:

1) Water Side: Upper 20 feet of the water side slope as measured from the edge of paved levee path or to top of rip rap armoring whichever is less.

2) Land Side: From edge of paved levee path to levee toe

Pre Bid Conference:

A non-mandatory pre-bid conference will be held at the levee path about Mike Fox Skate Park, listed in Section 2, above, on March 7, 2023 at 10:00 am local time. All attendees will be required to wear face masks, social distance, and follow any other safety measures currently recommend by the County Public Health Officer.

Bid Delivery Instructions:

Date and Place of Opening Bids. Sealed bids for the construction of the Project will be received at the Public Works Department, 809 Center Street, Room 201, Santa Cruz, California 95060, until Tuesday March 14th 2023, at 2:00 pm local time in a sealed envelope plainly endorsed with the Project Name and Number, listed in the solicitation document.

The Bid Due Date for this solicitation is March 14, 2023, at 2:00pm.
Bids are due no later than 2:00 pm on 3/14/2023, to guarantee review. Bids received after the deadline will be deemed non-responsive. Bidders take full responsibility for City’s receipt of its Bid. The City will not be liable for any expenses incurred by Bidders in responding to this solicitation.
