The City of Davis is seeking to receive proposals from qualified laboratories capable of providing laboratory analysis utilizing a wide range of methodologies within 40 CFR Part 136 Guidelines, with the purpose of entering into a laboratory services agreement. Analytical capability requested includes but is not limited to: chronic toxicity testing and acute toxicant testing. The City is requesting laboratories to submit qualifications for a wide range of analytical testing for routine WET testing including chronic testing [EPA-821-R-02-013 Fourth Edition, October 2002] on Ceriodaphnia dubia, Selenastrum capricornutum, and Pimephales promelas (fathead minnow), as well as for acute toxicity testing static renewal [EPA-821-R02-012 Fifth Edition], using Oncorhynchus mykiss (rainbow trout). The laboratories must have technical expertise and capabilities to conduct accelerated monitoring, toxicity reduction evaluation (TRE) and toxicity identification evaluation (TIE).

The initial contract will be for a period of one year from the date the standard agreement is signed. The contract may be extended annually but no more than four (4) extensions may be agreed to for a total contract time of five (5) years.

Questions about this RFP are required to be submitted to Ruth Whiting by April 24, 2023 at 12:00pm. Questions submitted after the due date or via phone will not be accepted. All substantive questions and answers will be published below.

Submittal Information
Companies interested in submitting a proposal for this project should respond to this RFP with a written proposal providing all the information requested. The proposal will be considered complete only if all of the items listed under the Proposal Requirements are included.

Proposals shall be delivered via email to Ruth Whiting at RBWhiting@cityofdavis.org on or before 4:00 pm, Monday, May 15, 2023 with subject line: Analytical Laboratory Services for Proposal AND the USB drive containing the additional submissions shall be delivered in person or via mail to the City Clerk’s office on or before 4:00 pm, on May 15, 2023:
