Description:

The City of Citrus Heights (City) seeks proposals to provide On-Call Arborist Services. The qualified arborist (“firm”) will perform a variety of on-call services to preserve, protect, and enhance the City’s 3.6 miles (2,278 acres) of overall tree canopy. A main component of the services will be to provide consulting services for private property owners through the City’s “Tree Assistance Program.” In addition, the arborist may assist in the review of development applications, work with staff and other interested community groups on programs and tree planting projects that promote the City’s tree canopy. The initial contract will run through June 2025 with option for a two-year extension (June 2027).

The arborist shall be aware of, and shall comply with, City ordinances governing trees and tree maintenance services, ANSI A300 Tree Management Standards and ISA Best Management Practices, and ANSI Z133 Tree Care Safety Standards.

Qualifications:
1. Conflict of Interest shall be avoided. Contract Arborist and their company shall be restricted from performing any physical tree removal, trimming, etc. with the City during the duration of the contract.
2. Arborist is required to have a complete understanding of the City’s Tree Preservation Ordinance.
3. Arborist is required to be familiar with the Sacramento Tree Foundation program.
4. Arborist shall make initial contact with property owner within 24 hours of receiving the property owner’s information from the City.
5. The arborist shall have an understanding of the program goals and review each site visit in a manner that supports those goals.
6. If the project requires an arborist report, the report shall meet the requirements of Section 106.39040 of the Zoning Code. A copy of the report shall be provided to the City and the property owner. The report shall be complete within 7 days from site visit.
7. The arborist must be an ISA Board Certified Master Arborist (BCMA) and Registered Consulting Arborist (RCA) and have past experience working in a municipal setting.
