Notice of Intent to Sole Source
THIS IS A NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE QUOTES. Reference#: N0025923N0006. Naval Medical Center San Diego (NMCSD) intends to award a firm fixed price contract under the authority of FAR 13.106-1(b)(1)(i), only one source being available to meet the Government’s needs, to:

The objective of this sole source award is to procure Cochlear Implants Model CI632 and Dual N7 Processor Kits to be utilized at Naval Medical Center San Diego and its subsidiary locations in San Diego.

Cochlear Americas Corporation is the only vendor and sole proprietor of the Cochlear Implants and Dual N7 Processor Kits. The ENT Department currently carries Cochlear America’s post-op software for the Cochlear implants Additional cost of materials for a different manufacturer and different brand of implants would increase costs considerably by requiring brand new or additional post-op software and training on implants that are not vetted by our surgical and clinical teams. Cochlear America’s implant (Nucleus 7) is the only economical and viable option for ENT patients because they are widely used at other medical facilities and only Cochlear America’s software is compatible with Cochlear America’s implants. Additionally, Cochlear Americas Corp. can provide surgical audiologist for surgery at surgeon’s request. The Nucleus 7 implant has Hybrid Hearing technology that combines acoustic amplification of any natural hearing that can result in a richer hearing experience.
This notice of intent is not a request for competitive proposals and no solicitation document exists for the requirement. Sources interested in responding to this notice are required to submit a capability statement that includes management and technical data and cost information, in sufficient detail and with convincing evidence that clearly demonstrates the capability to provide the required items by Cochlear America’s Corporation. Capability statements shall not exceed 6 (8.5 x 11 inch) pages using a font size no smaller than 10-point. All capability statements received by the due date of this notice will be considered by the Government. A request for documentation or additional information or submissions that only ask questions will not be considered as an affirmative response. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed with a sole source purchase order.
Capability statements are due by 8:00 AM Pacific Time, November 14, 2022. Capability statements shall be submitted by e-mail ONLY as a Microsoft Word or Adobe PDF attachment to the following address: jennifer.e.collins23.civ@health.mil.
