This is a combined synopsis / solicitation for commercial items prepared in accordance with the format in FAR Part 12 and FAR Subpart 13, as supplemented with additional information included in this notice and the attached SF1449. This announcement constitutes the only solicitation. Solicitation M00263-23-Q-1003 is issued as a Request for Quotation (RFQ); quotes are requested in response to this written snyposis/solicitation. The solicitation document and incorporated provision and clauses are those in effect through the Federal Acquisition Circular (FAC) 2022-08 and DFARS publication notice 20220929.

The Regional Contracting Office, Marine Corps Recruit Depot, Parris Island, SC, intends to solicit and award a Firm-Fixed Price Indefinite Delivery Requirements contract to obtain professional benefit tags for a one (1) Base Year and four (4) Option Years. Requirement and full specifications are defined in Sections B and C of the attached SF1449. The North American Industrial Classification System (NAICS) code for this requirement is 326199 with a size standard of 750. This solicitation is issued under a 100% small business set aside basis.

The provision at FAR 52.212-1 Instructions to Offerors-Commercial applies to this acquisition and has been tailored and supplemented as provided in the FAR 52.212-1 addendum contained in Section L of the attached SF1449. Any offerors responding to this announcement shall submit their quotes in accordance with the Instructions contained in Section L of the attached SF1449.

The provision at FAR 52.212-2 Evaluation-Commercial Items applies to this acquisition and is included in Section M of the attached SF1449. This provision in Section M includes the Evaluation Criteria for award.

In accordance with the Section L instructions, offerors shall include a completed copy of the provision at FAR 52.212-3 Alt. 1 (Offeror Representations and Certifications) with its quote and/or ensure it has completed the annual representations and certifications electronically in the System for Award Management (SAM) accessed through https://www.sam.gov.

The clauses at FAR 52.212-4 and 52.212-5 apply to this acquisition and are contained in Section I in the attached SF1449.

All responsible Small Business sources may submit a response which, if timely received, will be considered by the agency. Offerors responding to this announcement shall submit their quotes in accordance with FAR Part 12, FAR Part 13 and the additional instructions, conditions, and notices to offerors provided in the attached SF1449. Offerors responding to this announcement shall submit their quotations in accordance with all instructions contained in Section L of the attached SF1449.

The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, in accordance with the Section M Evaluation Factors for Award contained in the attached SF1449.

DATE, TIME AND PLACE OFFERS ARE DUE: The offeror is responsible for ensuring that quotes are received in the Contracting Office no later than 18 November 2022 @ 12:00p m EST. Any offer, modification, revision, or withdrawal of an offer received at the Government office designated in the solicitation after the exact time specified for receipt of offers is “late” in accordance with FAR 52.212-1(f).

Electronic submission of the written quote is required. Please submit quotes via email to the primary point of contact and copy the secondary point of contact listed below. The written submission must arrive by the stated deadline in order for a quote to be considered complete and eligible for evaluation. Failure of any portion of the quote to arrive by the stated deadline will result in rejection of the entire quote. Please follow all instructions contained in Section L of the attached SF1449 regarding the electronic submission of your quote.
