Notice of Intent to Sole Source

THIS IS A NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE QUOTES. Reference #: HT941023N0026. The Defense Health Agency Contracting Activity (DHACA) Western Markets Contracting Division (WM-CD) intends award a firm fixed price Blanket Purchase Agreement on a sole source basis Synovis Micro Companies Alliance, Inc., 439 Industrial LN, Birmingham, Alabama, 35211-4464. The period of performance for the anticipated contract shall be for 5 years. The anticipated award will be made under the statutory authority permitting other than Full and Open Competition, FAR 13.501 (a), Sole Source Acquisitions.

The North American Industry Classification System (NAICS) code for this requirement is 339112; the business size standard is 1,000 (# of employees).

The objective of this sole source award is to provide the Naval Medical Center San Diego (NMCSD) Surgical Services (DSS), Main Operating Room (DFBA01) a five-year Blanket Purchase Agreement (BPA) to purchase Synovis Micro Companies Alliance (MCA) flow coupler consumable devices, also called the Global Excellence in Microsurgery (GEM) flow coupler. This BPA will also be available for use by other military treatment facilities in the Western Markets Contracting Division area of responsibility should the need arise, subject to available capacity. GEM flow couplers are used for the DSS microsurgery program in support of trauma and cancer reconstruction. The GEM flow couplers are used in end-to-end anastomosis for the detection of blood flow in order to confirm blood vessel patency intra- and postoperatively. The GEM flow coupler devices are used in conjunction with the GEM flow coupler monitor. NMCSD currently owns GEM flow coupler monitors with model number GEM1020M and GEM1010US. The NMCSD Surgical Services Department determined that the flow couplers and related consumable devices from Synovis Micro Companies Alliance (MCA) are the only flow couplers that can meet the required specifications of the Government.

This notice of intent is not a request for competitive proposals and no solicitation document exists for this requirement. Sources interested in responding to this notice are required to submit a capability statement that includes management and technical data and cost information, in sufficient detail and with convincing evidence that clearly demonstrations the capability to provide the supplies validated by Synovis Micro Companies Alliance, Inc. Capability statements shall not exceed 6 (8.5 x 11 inch) pages using a font size no smaller than 10-point. All capability statements received by the due date of this notice will be considered by the Government. A request for documentation or additional information or submissions that only ask questions will not be considered as an affirmative response. A determination by the Government not to compete based on response to this notice will be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed with a sole source BPA.
