Naval Air Systems Command (NAVAIR), Patuxent River, MD, intends to negotiate and award a sole source Order under an existing Basic Ordering Agreement to Alliant TechSystems Operations LLC, (a wholly owned subsidiary of Northrop Grumman Defense Systems (NGDS)), for the efforts required to redesign and qualify a replacement Servo Processor Circuit Card Assembly (CCA) and Servo Motor Drive CCA within the Front-End Assembly (FEA) as a form, fit and functional equivalent replacement within the current AARGM-ER design to resolve parts obsolescence and support backwards compatibility.

These requirements will be procured in accordance with the statutory authority permitting other than full and open competition under Title 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1, “Only one responsible source and no other supplies or services will satisfy agency requirements.” As the sole designer, developer and manufacturer of the AARGM and AARGM-ER missile, NGDS is the only source that currently possesses sufficient requisite knowledge, engineering expertise, aircraft integration information, and technical data required to perform these efforts. No other source has the technical qualification and necessary resources to perform the work described herein, nor will any other supplies or services satisfy the Government’s requirement.
