The US Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Office of Marine and Aviation Operations (OMAO), the NOAA Ship Ruben Lasker is requesting QTY 32 EACH IP-67 Speaker Horn, P/N IP-HD-1567. Hose-McCann Communications will provide the speaker horn; they are located at 1241 West Newport Center Drive Deerfield Beach, Florida 33442.

Hose McCann Communications is the Original Equipment Manufacturer (OEM) for the PA system on board the NOAA Ship Ruben Lasker. This equipment is critical lifesaving equipment that needs to be inspected and certified by the OEM and the American Bureau of Shipping (ABS) every five years. As part of this certification process, certain components have to be replaced to ensure the continued safe operation of the equipment. These components need to be provided by the OEM and cannot be changed or modified per US code (CFR48) and American Bureau of Shipping (ABS) regulations.

Additionally, the speaker being supplied are unique to this particular system.

The Government only has information such as the manufacturer’s part number for the parts required. There is little detailed information that would assist in identifying salient characteristics or other specifics that could be utilized to source the parts from other vendors. The OEM is the only company that has access to the documentation that provides information to make it possible to identify the components necessary. As the manufacturer, Hose McCann Communications possesses the unique knowledge, drawings, and engineering ability to identify the required part.

Other manufacturer’s products will require a completely new installation, mounting and training for both the User/Operators and Maintainers who are the Chief Electronic Technician on each individual vessel. The training and support change will be more costly and more difficult to complete. Installation of the IP-67 Speaker Horn could be completed while underway, and it is nearly a one for one swap and no training is required.

Other manufactured of PA System speaker horn will require the vessel to be dockside for at least 1 to 2 weeks. This again a costly investment. The Original Equipment Manufacturer; hold proprietary rights to the design and configuration of these winch control displays, no other vendors have the necessary materials to perform the requested actions.

The Government is not aware of any other vendors that are authorized to sell the IP-67 Speaker Horn P/N IP-HD-1567 therefore; the Government intends to acquire these parts under the guidelines of FAR Part 13, Simplified Acquisitions Procedures and FAR Part 12, Commercial Items. The Government intends to solicit and negotiate directly with Hose McCann Communications under the authority of FAR 13.106-1(b)(1)).

This is not a solicitation for competitive quotes. However, if any interested party that can provide these displays and are authorized dealer, seller and distributor by the OEM, without delaying or adding additional mark ups or compromising any warranties, may submit a statement of capabilities, which if in timely received, will be considered by NOAA, OMAO.

A statement of capabilities shall include the detailed of IP-67 Speaker Horn P/N IP-HD-1567, OEM authorization letter, and a price list, this shall be received by 5:00pm EST on Tuesday, October 25, 2022 at 5pm ET. A determination by the Government not to compete this proposed requirement is based upon responses to this notice and it is solely within the discretion of the Government.

Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. Evidence must be provided of the Hose McCann IP-67 Speaker Horn P/N IP-HD-1567. The capability statement, a price list and any other information furnished must be in writing and must contain material in sufficient detail to allow the Government to determine if the party can meet the requirement.
