Background: The Giant Sequoia Emergency Response (GSER) IRSC shall be awarded under the following authority:



Stewardship Authority: Section 604 (16 USC 6591c) of Public Law 108-148 as amended by Section 8205 of Public Law 113-79, the Agricultural Act of 2014—Grants the U.S. Forest Service (Government) permanent authority to enter into stewardship contracts or agreements to achieve land management goals for the National Forests or public lands that meet local and rural community needs. Section 8205 supersedes the temporary authority granted to the Forest Service (Government) in section 347 of Public Law 105-277, the Omnibus Consolidated and Emergency Appropriations Act, 1999.



NAICS: 115310: Support Services for Forestry, size standard: 20.5M Fuels Management Services. Stewardship authorities permit the Government to solicit this requirement as Full and Open competition.



Project Location:



The project area lies entirely on National Forest System lands within the administrative boundaries of the Sequoia NF and the Sierra NF.

Places of Performance include Dunlap, CA 93621; Springville, CA 93265; Prather, CA 93651; and Oakhurst, CA 93644.



Legal description for each grove is:




  • Abbott Grove - T13S, R28E, section 30

  • Bearskin Grove – T13S, R28E, sections 34 and 35

  • Grant Grove - T13S, R27E, sections 25 and 26

  • Landslide Grove - T13S, R29E, sections 29 and 30

  • Indian Basin Grove - T13S, R28E, sections 4, 8, 9, 16, and 17

  • Black Mountain Grove - T21S, R30E, sections 1, 6, 7, 8, 9,12, 16, 17, and 18

  • McKinley Grove - T10S, R26E, sections 25, 26, 35 and 36

  • Nelder Grove - T6S, R22E, Sections 4, 5, 6, 7, and 8



Period of Performance: All work shall be completed by December 31, 2023.



Description of Work:



The Sequoia and Sierra National Forests are currently preparing the GSER IRSC in order to provide for long term survival of Giant Sequoias by reducing the likelihood and effects of high severity wildfire before it occurs in previously unburned or moderately burned Giant Sequoia groves. Prior to 2015, the last known wildfire to kill monarch Giant Sequoias was in 1217, but approximately twenty percent of fire tolerant monarch Giant Sequoia trees have been killed by severe wildfires in the last two years alone. Proposed urgent treatments aim to increase the resiliency of the targeted groves to wildfire by addressing fuels buildup caused by 150 years of fire exclusion combined with extreme drought in the 2010s. This emergency response will allow immediate implementation of fuels reduction treatments to reduce the imminent threat from severe wildfire and create conditions where prescribed fire is a possibility.



It is the Forest Service’s intent to increase the pace and scale of forest restoration to mitigate the threat to these national treasures, this effort is focused on critical fuels reduction treatments. MULTIPLE AWARDS will be made from this solicitation to ensure rapid completion of the full project. The following is a synopsis of the anticipated contract requirements:



Hume Lake Ranger District Groves:



Abbott Grove – Hand Fuels Treatment



Bearskin Grove - Hand Fuels Treatment



Grant Grove - Hand Fuels Treatment



Landslide Grove - Hand Fuels Treatment and Mechanical Fuels Treatment



Indian Basin Grove - Hand Fuels Treatment and Mechanical Fuels Treatment



Western Divide Ranger District Groves:



Black Mountain Grove – Hand Fuels Treatment, Mechanical Fuels Treatment, and Roadside Fuels Treatment Cut, Skid, and Deck



High Sierra Ranger District Grove:



McKinley Grove - Hand Fuels Treatment, Mechanical Fuels Treatment, and Rx Burn Prep Control Lines



Bass Lake Ranger District Grove:



*Nelder Grove - Hand Fuels Treatment; Mechanical Fuels Treatment, and Helicopter Fuels Treatment.



Treatment specification requirements will be provided with the full solicitation posting. Hand treatments will be a combination of hand falling, piling, and other labor-intensive fuel mitigations. Mechanical operations will be a combination of mechanical cutting, skidding, decking, piling, and removal of forest fuels from National Forest System Lands.



*Nelder Grove will NOT BE included with the initial GSER IRSC solicitation. It is anticipated this solicitation will be issued in the early spring for just this grove. Contractors are highly encouraged to attend the pre-solicitation site visit on 10/19/2022. Helicopter removal of fuels will be required for this grove.



Estimated Timber Volume and Species composition is as follows:



Mandatory product removal will only be required for the Landslide, Indian Basin, and Black Mountain Groves. The estimated amount of mandatory product removal for Combined Softwood is 50,919 tons of mixed conifer comprised of green saw timber (predominately Incense cedar and White fir), green biomass, and cull logs. These products shall be removed from NFS land.



All other forest product fuels that are not mandatory removal will be made Timber Subject to Agreement for if a suitable market exists for removal.



Pre-Solicitation Site Visit Date and Time:



The Forests will hold multiple site visits for prospective contractors to facilitate dialogue on contractual requirements that are anticipated in the contract and any operational limitations foreseen by attendees. Site visits will be held:

October 27, 2022, 09:00AM PT - Meet at High Sierra Ranger Station 29688 Auberry Rd, Prather, CA 93651 (McKinley Grove on High Sierra RD)
