The proposed contract action is to determine the extent of eelgrass Zostera marina in and around the Federal navigation channels in Richmond Inner Harbor and Oakland Harbor before and after the FY 2023 maintenance dredging episodes and perform light monitoring around the identified eelgrass beds when project activities occur close to them. Eelgrass and light monitoring surveys are required to mitigate the potential direct and indirect effects during dredging, pursuant to the Essential Fish Habitat consultation between the National Marine Fisheries Service, USACE and the US Environmental Protection Agency dated July 13, 2010.
The US Army Corps of Engineers (USACE), San Francisco District intends to set-aside this requirement for Women Owned Small Business firms under the authority of FAR 19.1505. Interested persons may identify their interest and capability to respond to this requirement. This notice of intent is not a request for quotes; however, all information received after date of publication of this synopsis may be considered by the Government. Interested suppliers shall respond to this notice by providing the following information:
1. Organization Name.
2. Address.
3. Point of Contact for information with telephone number and email address.
4. Cage Code, and
5. Capabilities information/statement showing that the organization has the ability and jurisdiction to fulfill the Government requirement. The contractor must be able to comply with all requirements described herein to be considered capable.
Purchase Description: The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to determine the extent of eelgrass Zostera marina in and around the Federal navigation channels in Richmond Inner Harbor and Oakland Harbor before and after the FY 2023 maintenance dredging episodes.
Period of Performance: 15-months
This Special Notice is not considered a Request for Quotation or Proposal. No solicitation document is available, via SAM.GOV. Any response to this notice must show clear and convincing evidence that further competition would be advantageous to the Government. All responses received will be considered. If no affirmative written response is received, the service contract will be solicited and awarded without further notice. A determination by the Government to compete this proposed service contract under FAR 19.1505 is based on the authorities necessary to provide the services described herein. Award of this contract will be based upon the possible responses to this notice, and is solely within the discretion of the Government.
