Combined Synopsis/Solicitation



Vidmar Cabinets

Edwards AFB, CA 93524



This requirement is no longer a sole source acquisition, it is now open to competitive solicitation. It was originally posted as a Special Notice NOCA earlier on the date of November 17, 2022 with the intent to sole source. Please refer to the attached documents for more information for this requirement, including a breakdown for the required line items and delivery date.



This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.



1. The solicitation number is F1STAB2216A001 and is hereby issued as a request for quotation (RFQ);



2. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2022-08 October 28, 2022.



3. This acquisition is a competitive, brand-name purchase and the associated with North American Industry Classification System (NAICS) code is 337127.



4. Description of requirement:



During a past UEI it was brought to light that Test Pilot School (TPS) did not meet the requirement of accountability for property and equipment. To meet the inspection criteria, TPS found Stanley Vidmar Storage Cabinets meet all mandatory requirements for inventory management of government property and equipment. TPS is standing up a Human Systems Integration laboratory and a UAS laboratory. These new laboratories will also have a requirement of property accountability. Cabinets must be high quality, provide a high tech security/locking mechanism, each cabinet must be customizable to TPS needs, and have the depth/size needed for culpability accommodating current parts and inventory

Vidmar Cabinets that meet the security and accountability of all parts and equipment assigned to TPS providing a high tech security/locking mechanism, customizable cabinetry to meet TPS needs, and have the depth/size needed for capability accommodating current parts and inventory. Additionally, there Vidmar cabinets are already present in these laboratories so Vidmar cabinets are required to maintain consistency.

6. It is the Government’s intent to award without discussions. Therefore, each initial quote should contain the offeror’s best terms from a price and technical standpoint. However, the Government reserves the right to conduct discussions if the Contracting Officer (CO) determines that discussions are necessary.



7. The provision at FAR 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition. Addendum to this provision is as follows:



a. Offeror shall include with their offer, either product literature or a specification sheet that clearly identifies that the proposed item(s) comply with the minimum specifications referenced in Table 1 above.



b. Offeror shall provide the unit and total price for each CLIN in the table referenced in paragraph 4 above.



8. The provision at FAR 52.212-2, Evaluation -- Commercial Items, applies to this acquisition. In accordance with FAR 52.212-2(a), the Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. Award will be made by applying another factor: speed of the small business vendor being able to provide for the acquisition. The following factors will be used to evaluate offers:



a. Technical capability of the item/service offered to meet the Government requirement; and



b. Price (evaluation of price shall be the sum of all line items, including options if applicable).



9. Offerors are advised to include a completed copy of the provision at FAR 52.212-3, Offeror



Representations and Certifications -- Commercial Items, with its offer.



10. The clause at FAR 52.212-4, Contract Terms and Conditions -- Commercial Items, applies to this acquisition.
