Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice.





(1) Action Code. F – Natural Resources and Conservation Services



(2) Subject. Groveland RD 1654 – FY23 HUD Herbicide Release



(3) Description. The USDA Forest Service Groveland Ranger District (RD) 1654 – FY23 HUD Herbicide Release project will secure spraying application services of herbicides to control woody shrubs, grasses and forbs with the intent of providing a suitable environment for the survival and growth of planted conifers for the Stanislaus National Forest in the Pacific Southwest Region (R5).

(10) Proposed Solicitation Period. The combined synopsis solicitation period is anticipated from 9 February 2023 through 24 February 2023. All solicitation documents will be posted to SAM.gov Contract Opportunities under the solicitation number at item 9.



(11) Site Visit. See item 12.



(12) Pre-proposal Conference. A pre-proposal meeting is not currently anticipated. All contractors desiring a site visit may access the project site at their leisure but must notify the project COR and/or GTM of the visit intent prior to arrival. Visits should be coordinated at least 24-hours prior to anticipated visit date for visits falling Tuesday through Friday and 48-hours prior to the Friday before visits anticipated Saturday through Monday. Questions must be submitted in writing (via e-mail) no later than 22 February 2023.

(14) Place of Contract Performance. The project is located in the Stanislaus National Forest on the Groveland Ranger District in Tuolumne County, California.



(15) Contract Type: The Government anticipates awarding a Firm Fixed Price (FFP), Single Award contract.



(16) Contract Award Period of Performance. The anticipated period of performance for this contract is 48 calendar days from the start work date. The anticipated start work date is 6 March 2023.



(17) Contract Award Date. The anticipated award date is on or about 3 March 2023.



(18) Contract Award Dollar Amount. TBD.



(19) Contractor. TBD following evaluation of competitive offers. One (1) contractor will be selected for this contract.



The awarded Contractor must have an active registration in SAM IAW FAR 52.204-7 prior to submitting an offer.



(20) Additional Information.



(20.i) Cutoff for Questions and Answers. The cutoff for questions pertaining to this solicitation is Wednesday, 22 February 2023 NLT 1300 PT. Questions must be submitted via email to klenise.wallace@usda.gov, brian.thornquist@usda.gov, AND christina.wilkinson@usda.gov. Do not make assumptions. It is better to ask and know the correct answer as opposed to guessing what the Government’s intent is for any given subject area. All inquiries should include the solicitation number in the subject of the email.



(20.ii) Proposal Submission. Proposals are due Friday 24 February 2023 by 2359 PT. Proposal submissions must include the solicitation number in the subject of the email(s) and contractor name. The contractor is responsible for verifying receipt of proposal by the solicitation Contact.



(20.iii) Tips for Submission.

b. Complete all documents entirely. Documents provided outside of those specified in Section E of the solicitation terms may not be considered.
