THE SUBMISSION OF PRICING, CAPABILITIES FOR PLANNING PURPOSES, AND OTHER MARKET INFORMATION IS HIGHLY ENCOURAGED AND ALLOWED UNDER THIS RFI IN ACCORDANCE WITH (IAW) FAR 15.201(e).

SOURCES SOUGHT DESCRIPTION
This is NOT a solicitation announcement. This is a source sought/RFI for market research only. The purpose of this source sought/RFI is to gain knowledge of potential qualified sources and their size classification relative to NAICS 519290 (size standard is 1,000 employees). Responses to this source sought will be used by the Government to make appropriate acquisition decisions. After review of the responses to this source sought, a solicitation announcement may be published. Responses to this source sought synopsis are not considered adequate responses for a solicitation announcement.

The Department of Veterans Affairs (VA), VISN 22 Network Contracting Office, is seeking sources that can provide Ovid Synthesis Online Platform that at a minimum meets the following salient characteristics in the Statement of Work/ Minimum Technical Requirements for the Department of Veterans Affairs Loma Linda Healthcare System

STATEMENT OF WORK

GENERAL SCOPEÂ
The VA Long Beach has a requirement for Ovid Synthesis platform to provides a workflow solution support evidence-based practice projects, which can be customized to the needs of VALBHS. The platform will keep track of EBP projects being conducted at the VALBHS and provides guidance for conducting new EBP projects. Gaining access to OVID Synthesis is critical to the conduct of evidence-based practice projects within VALBHS. This is a request for a base + 4 option year contract.

Users will use Ovid Synthesis to initiate, keep current and refer to during the evidence-based practice continuum. This will result in centralized and standardized evidence-based practice projects that are higher quality. The platform will assist users by connecting to search engines for searching scientific literature and will import full text articles for VALBHCS to access.

PERFORMANCE REQUIREMENTSÂ
The vendor s platform shall provide an electronic workflow solution to keep track of the Health Care System s evidence-based practice (EBP) projects and allows individuals at the Healthcare System to see what projects are currently underway and walks users through each of the steps of EBP for their own projects. Ovid Synthesis provides an electronic workflow solution to support evidence-based practice.
Duty hours will be 8:00AM 4:00PM Pacific Standard Time. The Government recognized US holidays are: New Year's Day, Martin Luther King, Jr. Day, Presidents Day, Memorial Day, Juneteenth, Independence Day, Labor Day, Columbus Day, Veterans Day, Thanksgiving Day, and Christmas Day. If the holiday falls on Sunday, it is observed on Monday.

VENDOR REQUIREMENTS

Vendor Tasks/RequirementsÂ
The vendor shall provide VALBHCS will new improvements as they are made to the Ovid Synthesis platform when they are made for use by VALBCHS. Only VALBHS employees will have access to the instance of the Ovid Synthesis platform that keeps track of VALBHS projects, and data about VALBHS projects will not be shared beyond VALBHS without permission.
The vendor nor its employees shall have access to VA sensitive or computer information.
SALIENT CHARACTERISTCS
The vendor shall provide VALBHCS users access to Ovid Synthesis online platform.
The vendor shall provide VALBCHS users 24/7 access to online platform for account holders electronically.
The vendor s online platform shall track all EBP projects as they are entered by VALBCHS user.
The vendor s online platform shall provide step by step instruction for several different templates for user use, such as:
6.4.1. Johns Hopkins Evidence-Based Practice model of projects
6.4.2. Plan-Do-Study-Act model of quality assurance and quality improvement.
6.5. The vendor s online platform will assist users by connecting to Wolters Kluwer search engines and will import full text articles for health team to assist veterans.
6.6. The vendor s online platform at the request of the user, shall generate an evidence-based table, showing the results of the critical appraisal identified by user. The platform must also:
6.6.1 Provide an online PowerPoint presentation template summarizing the work of the project for the user to finalize.
6.6.2 Generate a summary document in Microsoft word format upon request from the user.
6.7. The vendor s online platform shall provide a dashboard to VALBHS administrators with an overview of the number of projects underway at VALBHS, and that dashboard will be sortable by the different variables of a project (for example, the number of projects that have completed the literature search stage of a project).
6.8. The vendor s online platform shall allow administrators for the Ovid Synthesis platform to establish new employee accounts at any time, with no limit. Such administrators must also be able to access the Ovid Synthesis dashboard and run applicable reports.
6.8. The vendor s administrators shall provide flexibility and adaptability in modifying and updating templates and workflows as needed by users.
