Description
This is a source sought synopsis only. The purpose of this synopsis is to gain knowledge of potential qualified sources and their size classification (hubzone, 8(a), small, small disadvantage, small veteran owned business or service disabled veteran owned small business) relative to NACIS 339112 (size standard of 1,000 employees). This is not a solicitation. Responses to this synopsis will be used by the Government to make appropriate acquisition decisions. After review of the responses to this sources sought synopsis, a solicitation announcement may be published in the SAM.gov website.

Responses to this sources sought synopsis are not considered adequate responses to the solicitation announcement. All interested offerors will have to respond to the solicitation announcement in addition to responding to this sources sought announcement. The Department of Veterans Affairs, Network Contracting Office NCO22, is seeking sources for vendors to purchase Neurosurgical Microscopes for the VA Long Beach Healthcare System. The anticipated award date shall be 3/31/23.

If you are interested and are capable of providing the required services, please provide the requested information as indicated below. Response to this notice should include company name, address, point of contact, size of business pursuant to the following questions: (1) Is your business small (2) If small, does your firm qualify as a small, emerging business, or small disadvantaged business? (3) If disadvantaged, specify under which disadvantaged group and if your firm is certified under Section 8(a) of the Small Business Act? (4) Is your firm a certified Hubzone firm? Small businesses considering participation in this potential solicitation process under any Small Business Set-aside procedure must do so in a manner consistent with the requirements of the Small Business Act. Responses to this notice shall be e-mailed to Hanan.Chaaban@va.gov. Telephone responses will not be accepted. Responses must be received in writing no later than 4:00 p.m. 3/17/23. SALIENT CHARACTERISTICS:
The Microscope, Surgeons must be able to navigate through delicate structures in deep channels, work through long hours and address the needs to maximize operating room efficiency
The Microscope must have a 4K and 3D visualization technology
Must have Surgeon controlled robotics and position memory function
Must have unique micro inspection tool and point lock functionality
Must have a maximum working distance of 625mm and a minimum of 200mm or less
Must have a total working distance range must be at least 425 mm without changing or adding lenses.
System must provide automatic focusing with 2 visible laser dots.
When tilting the microscope laterally the co-observer tube must not move in order to reduce intraoperative rebalancing.
The system must be able to automatically move to a parking position.
The system must be able to automatically move into a draping position, which can be adapted/changed by the end user, to assist the draping of the system.
The system must offer an electronic dampening system to increase stability of the microscopic view.
Surgeon and assistant must be able to see commonly used system parameters, such as working distance, magnification and light intensity, within the field of view in the oculars
The system must provide an automatic balancing of all system axes without any manual interaction or axis adjustments.
The automatic balancing of the microscope must be possible in any position within the microscope head tilt and swivel movement range.
The system must be able to offer a manual movement function, allowing for positioning the microscope freely within the entire working distance range while keeping the focal point in the center of the field of view
The system must offer a motorized positioning function from the handgrip and Foot Control Panel (FCP) to change the viewing angle to the focal point in the center of the field of view
The system must offer a function to memorize focal point positions
The memorized positions must include focal point, working distance, magnification and orientation of all microscopes and stand axes.
The user must be able to select from the handgrips or FCP any stored position and move the microscope automatically to the selected position

The system must be able to export the user preferences and copy them to other units.
The system must offer a context help menu for each menu on the user interface.
The graphical user interface shall allow showing the main system parameters together with the full HD video signal.
The system must offer a function to wirelessly upload demo licenses to activate specific product functionality.
The system must offer Picture-in-Picture functionality for the infrared and white-light image.
The system must be able to show an overlay of the ICG fluorescence signal on the white light image both in the oculars as well as on the monitor.
The system must offer four intraoperative fluorescence options (fluorescence-based video angiography with a blood flow assessment tool, Protoporphyrin IX (PPIX) visualization & YELLOW 560) fully integrated without increasing the overall dimension of the microscope head.
