Title of Event: Radiological Cleanup at SD290 Old Magpie Creek, Former McClellan AFB, CA – Industry Day



When: 16 November 2022, 0900 – 1600



Where: Lionsgate Hotel and Restaurant, 3410 Westover St., McClellan CA.



Abstract: The Old Magpie Creek Channel (OMCC) is a former creek bed, now buried beneath about 12 feet of clean fill. The site is in the western portion of McClellan AFB, south of the current Magpie Creek channel, in the vicinity of B690 and MAT K (also referred to as the Sun Gro Lot). It forms a V-shape which intersects the current Magpie Creek east of B690, runs southwest beneath B690 to about the middle of MAT K, and then runs northwest until it intersects Magpie Creek again. The site is approximately 1,500 feet long, about 30 feet wide, about 12 feet below ground surface (bgs), and the contaminated layer is about 2 feet thick. The creek bed was contaminated with radium-226 and other contaminants. Since radioactive contamination is present, the Air Force Radioisotope Committee (RIC) added the site to the McClellan AFB Multi-Sites Radioactive Materials Permit. A contaminated layer of dark soil approximately 18 inches thick exists at about 12 feet bgs. Soil above this layer and the hard pan beneath it are uncontaminated. This dark layer is probably sediment from the old creek channel and is being used as a marker for the creek channel. The objective of this requirement is to: (1) ensure all soil contaminated with radium-226 greater than 2.0 picoCuries per gram has been excavated and disposed of in accordance with the Follow-on Strategic Sites (FoSS) Record of Decision (ROD), (2) a radiological final status survey has been completed in accordance with the Multi-Agency Radiation Survey and Site Investigation Manual (MARSSIM) and a final status survey report has been completed and accepted by regulatory agencies, (3) the grade, surfacing, utilities, and infrastructure at the site have been restored to their pre-remediation conditions, (4) a Remedial Action Completion Report (RACR) has been prepared and accepted by the regulatory agencies, (5) the Air Force Radioisotope Committee (RIC) has removed OMCC from the McClellan AFB Multi-Sites Radioactive Materials Permit, and (6) the California Department of Public Health (CDPH) has recommended the site for unrestricted radiological release.



Who Should Attend? Vendors capable of performing radiological excavation within the OMCC and under building 690 or are capable to assemble a team able to complete the work.

  • The government anticipates using firm-fixed-price (FFP) pricing arrangements. What are industry comments and concerns with this pricing strategy?




  • The attached Draft Statement of Work (SOW) includes requirements for OMCC work. Please comment on your company’s ability to provide support to AFCEC’s requirements.




  • In terms of evaluating a company that submits a proposal, what critical evaluation criteria would differentiate company’s capabilities? Request your comments and rationale.




  • Would you participate in this acquisition with other firms as teaming members or joint ventures? What other teaming opportunities do you see for this acquisition?




  • Specifically, which, if any, labor categories should be added or deleted based on the SOW and the proposed service/construction?




  • The SOW indicates horizontal boring, tunneling, slot trenching, or the use of false work to support the building’s structure while an open excavation is performed inside the building as options for completing the work under building 690. What other proven methods exist? Please provide previous contract or sample where this method was successfully used.




  • Based on your firm’s capacity and capability, can your firm perform the full scope of work defined in the SOW, or will you require team members to satisfy the requirement.




  • For 8(a)consideration, would your firm be able to compete under NAICS 562910? Size standard $22 million USD.




  • Is 45 calendar days sufficient time for your team to assemble its proposal after release of the RFP?




  • Do you plan on attending this industry day? If so, only two representatives from your company are allowed.




  • Do you wish to have a one-on-one session with the Government? Time allowed, the Government intends to conduct 30 minute one-on-one sessions in person following the site visit. If in-person one-on-one sessions are not time-permitted, the Air Force will conduct the sessions via MS Teams. If you request a one-on-one session, please schedule that session with TSgt Mitchell Cooper, mitchell.cooper.1@us.af.mil by 09 November 2022, 5:00 CST.




  • The U.S. Air Force will not pay for any costs incurred for this Industry Day/Site Visit.
