Description

Background



The Hotelling Stewardship IRSC shall be awarded under the following authority. Stewardship Authority: Section 604 (16 USC 6591c) of Public Law 108-148 as amended by Section 8205 of Public Law 113-79, the Agricultural Act of 2014—Grants the U.S. Forest Service (Government) permanent authority to enter into stewardship contracts or agreements to achieve land management goals for the National Forests or public lands that meet local and rural community needs. Section 8205 supersedes the temporary authority granted to the Forest Service (Government) in section 347 of Public Law 105-277, the Omnibus Consolidated and Emergency Appropriations Act, 1999.



All Contractors must be actively registered in the System for Award Management (SAM) https://www.sam.gov/SAM/ to be eligible for award under this solicitation. Registration in SAM is a free service and you do not need to pay to register in this system.



NAICS 115310: Support Services for Forestry, size standard: $30.0 M Fuels Management Services. Stewardship authorities permit the Government to solicit this requirement as Full and Open competition.



Location



The project is located near the community of Forks of Salmon, Siskiyou County, California. It is also located within the East Fork Knownothing Creek, Negro Creek-South Fork Salmon River, Lower Knownothing Creek, and Methodist Creek 7th field watersheds. Hazard trees are located along Forest Roads 10N16 and 39N32.



Legal land description is Township (T) 9 North (N), Range (R) 8 East, Sections 4, 5, 7, 8, 17, 18, 19, and 20; T 10N R 8E, Sections 28, 29, and 31, and 32; Humboldt Meridian.



Description



The objectives of this project are to identify, fell, and remove hazardous trees and reduce activity generated fuels along project area system roads within the 2020 Red Salmon Fire footprint. The treatment of these roadside hazard trees and associated fuels are a vital step in the continued post-fire restoration activities to ensure safe access and improve working conditions. The project will reduce the risk of future hazardous fuel accumulations along ingress and egress routes as well as increase accessibility for evaluation and restoration of ecosystem components within the project area.



Estimated Timber Volume and Species composition is as follows:



Combined Softwood-All products – 2,304 tons



Site Visit



Prior to solicitation, the Forest will hold a site visit to view the project area and discuss the objectives of this contract. The site visit will be held on November 9, 2022, at 8:00 a.m. pacific standard time with a meeting location at the Salmon/Scott River Ranger District Office, 11263 N Highway 3, Fort Jones, CA 96032. This meeting will be held concurrently with the Red Salmon Stewardship IRSC. Information will be presented for each project separately. Field visits to both locations will follow.

It is estimated the solicitation will be posted around the end of January 2023 and should be downloaded from this website at that time. The period of performance is estimated to be from date of award through October 1, 2024.
