Description

The Naval Air Systems Command (NAVAIR), NAS Patuxent River, MD, intends to negotiate and award a Cost Reimbursement type contract on a sole source basis with Northrop Grumman Systems Corporation – Aerospace Systems (NGAS), San Diego, CA under the Basic Ordering Agreement (BOA) N00019-20-G-0005. The purpose of this effort is to procure non-recurring engineering effort required for qualification testing/data analysis to certify the MQ-4C Triton flight control actuators. This action is anticipated to awarded in FY 2023.





This requirement will be procured in accordance with the statutory authority permitting other than full and open competition under 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1, “Only one responsible source and no other supplies or services will satisfy agency requirements.”





As the sole designer, developer, manufacturer, and integrator of the MQ-4C Triton UAS, NGSC is the only source that possesses the engineering data, technical skills, and requisite knowledge of the design, fabrication, performance, and operational characteristics of the MQ-4C UAS required to perform the necessary production efforts within the required timeframes and without substantial duplication of costs. No other source has the technical qualifications and necessary resources to perform the work described herein, nor will any other supplies or services satisfy the Government’s requirements.
