Description
This is a SOURCES SOUGHT ANNOUNCEMENT ONLY. It is neither a solicitation announcement nor a request for proposals or quotes and does not obligate the Government to award a contract. Responses to this source sought notice must be in writing. The purpose of this sources sought announcement is for market research to make appropriate acquisition decisions and to gain knowledge of potential businesses interested and capable of providing the services described below.

The VA San Diego Healthcare System, 3350 La Jolla Village Dr, San Diego, CA 92161 is seeking a contractor to provide APX 8000 ALL BAND PORTABLE MODEL 3.5. / H91TG. N, for the San Diego VAMC Police. The prospective contractor must be Brand Name Motorola to be compatible with current system in use:

Radio equipment must be fully compatible with Veterans Affairs Motorola ASTRO Conventional P25 systems in Southern California and San Diego County Regional Communication System (RCS) Motorola ASTRO SmartZone P25 trunking system.
The Core system central electronics with full redundancy must be available as an alternate backup for other VAs in the Southern California area that are also using Motorola systems.
The electronics includes a CCGW (conventional channel gateway) to allow a direct connection to existing VA San Diego non-public safety departments using MOTOTRBO radio systems (i.e.: CBOC private security, transportation, engineering, others). Motorola K2-Core central electronics allows maximum flexibility for managing all connected radio systems.
Dispatch console capabilities include interconnecting selected voice traffic among all radio channels (also linking ASTRO 25 and MOTOTRBO radios as needed), a call logging recorder that stores voice traffic on all wireless channels connected to K2-Core, and all consoles share the same capability for interoperable communications when needed.
Radios are authorized for use on the San Diego County regional communications system (RCS). Exclusive talkgroup channels on the RCS are provided to VA San Diego for use to allow county-wide radio coverage and immediate interoperability with San Diego County agencies.
Portable Radio Requirements

All-Band Subscriber Radio
Radio shall be capable of operating in all bands VHF, UHF, and 800/900 MHz

APX 8000 portable and APX 8500 mobile are capable of operating in VHF, UHF R:1, UHF R:2, 800/900 MHz bands and eliminate the need for separate radios in each frequency band. All-band radios mean interoperability channels with other agencies may be programmed in the subscriber radio.

FIPS 140-2 Level 3 AES Encryption
Radio shall be certified for FIPS 140-2 Level 3 AES Encryption

FIPS Level 3 provides additional physical tamper-proofing exceeding the minimum requirements for FIPS Level 1. If the MACE (Motorola encryption module in every AES-capable APX radio) is physically tampered with, encryption keys are automatically wiped from the module. This means that radios are almost impossible to break into to steal encryption keys.

Phase 2 TDMA
Subscriber shall be upgradable to P25 Phase 2 TDMA in the field via a software upgrade.
Radio shall not require hardware changes for TDMA upgrade.
Radio shall not require sending it to the manufacturer for TDMA upgrade.

Adaptive Dual-Microphone Noise Canceling
Radio shall have at least two microphones for noise suppression, and be able to suppress background noise regardless of the orientation of the radio relative to the voice source.
Radio shall be able to accept voice input with any microphone without attenuating the user s voice.

Two-sided Audio Output
Radio shall have two-sided audio output with a speaker on both the front and back of the radio.

Portable Radio Display
Radio shall have full color LCD front display for use in both low light and full sunlight conditions.
Radio display shall be protected by tempered glass which is more scratch, impact, and chemical resistant than traditional polycarbonate lenses.

Man-Down Automatic emergency
Radio may be enabled to support Man-Down signaling.

If the radio is non-vertical and/or motionless for a preset amount of time, an Emergency will automatically trigger with the possibility of GPS coordinates being sent out if the radio has a GPS lock.

Integrated GPS
A GPS receiver shall be integrated into the radio internal hardware.

Man-Down Functionality with GPS transmission
Radio may be equipped with a Man-Down trigger for lone workers and other personnel working remote from their team.

When an emergency is triggered by the man down sensor an alert is sent to the users talk group and to the emergency channel. If the radio GPS functionality is enabled, the radio s last coordinates can be transmitted to dispatch and mapped so that aid can be better coordinated with first responders and rescue personnel.

Weatherized and Submersible
Radio shall exceed the standard IP67 submersion specification and meets the Delta-T standard, capable of submerging in 2 meters of water for 2 hours, with no leaks detected.

The APX 8000 has also been tested to MIL-STD-810 C, D, E, F and G for salt fog, blowing dust and sand, immersion, rain, solar radiation, humidity, high and low temps, and a variety of other environmental conditions.

Blue Tooth Wireless
Radio shall be capable of mission critical Bluetooth wireless with enhanced security for near field pairing, use of the 128-bit Bluetooth E0 encryption algorithm, and the ability to easily re-pair devices to support frequent key change.

This is done automatically, without the use of a keypad. The near field pairing functionality allows multiple users to pair their BT equipped devices without interfering with each other.

Battery Life
Radio shall be available with multiple choices of IMPRESS battery chemistries and capacities to meet operational needs.

This system automates battery maintenance so that batteries can be used reliably allowing longer life. It does this by eliminating battery overcharging, automatically reconditions batteries, and is able to display battery charging information such as battery capacity, time remaining to charge, and serial number of the battery. The radio is also equipped with Adaptive Power control; as transmission power is reduced in areas with good coverage, battery life is extended.

Mode Select
Radio shall allow the user to quickly program specific channels to numbers on the keypad for changing between frequently used channels.

Existing Battery Charger Use
Radio batteries may be charged in existing XTS 5000 chargers with the appropriate adapter inserts.

Portable Radio Ergonomics
Radio shall have T-Grip housing for more control of the radio by the user and less chance of dropping during wet, slippery situations.

Radio shall have additional space between the knobs to allow for easier control of the radio by gloved users during gloved operations.

Radio shall have capability for multiple profiles to allow users to easily exchange radios with others, maintain their own specific operational functionality, and change radio modes for different operating conditions.

Radio shall have capability for channel announcement so users hear what channel or talkgroup they are on without having to take their eyes off of the current situation to look down at the radio.

Radio shall have color display to allow users to obtain more information regarding their radio operational status.

Radio shall have a top display to allow users to be able to quickly look down to see information instead of having to pull the radio from its holster to look at it.
Repeater Base Station Requirements

One Station Covers All Frequency Bands
Radio may be capable of operating in any band VHF, UHF, and 800/900 MHz

Software Migration Options (Conventional to Trunking, Analog to Digital P25, FDMA to TDMA, etc.)
Radio shall allow software upgrade for future migration to advanced system platforms.

Cost-Effective and Efficient Serviceability
Radio shall be capable of hot-swap Field Replaceable Units (FRU) and does not require a power reset to replace a module.

Radio shall be capable of Instant Software Cutover and allow a software download while online and fully operational, and instantly cutover to new software or fallback to previous version.

Advanced Power Supply Alarming
Radio shall provide early warning alarms of various problems.
Dispatch Consoles Requirements

COTS Computer Capable
Console shall allow flexibility to use either a COTS computer or a computer provided by Motorola.

Scalable Hardware Solution
Console architecture shall be scalable, not tied to a specific computer, and allows different software applications to run together on the same computer.

Background Screen Color Choices
Console shall support color changes on the background, resource buttons, text, indicators, folders, and the transmit buttons allowing dispatchers to have more flexibility to set up personalized screens.

Resource Icon Image Personalization
Console shall allow dispatcher to customize the resource icons using any symbols and have flexibility to set up personalized screens that improve proficiency and boost operational performance.

Resource Sizes
Console shall allow user to configure all of the resource sizes on the screen resulting in a more efficient use of space that improves dispatcher effectiveness.

Resource Function Simultaneous Display
Console shall be capable of resources to be configured so that the dispatcher can access any command with one click of the mouse.

Turnkey Firewalls
Console shall have standardized, vetted firewalls that have been designed into the console system and align with ASTRO 25 Information Assurance (IA) measures that help make installation smoother and troubleshooting easier.

The Government is not obligated to nor will it pay for or reimburse any costs associated with responding to this sources sought announcement. This notice shall not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract, nor does it restrict the Government to a particular acquisition approach. The Government will in no way be bound to this information if any solicitation is issued. The VA is mandated by Public Law 109-461 to consider a total set-aside for Service Disabled Veteran Owned Small Businesses. However, if there are insufficient Service Disabled Veteran Owned Small Business responses, an alternate set-aside or full and open competition may be determined. No sub-contracting opportunity is anticipated. The North American Classification System (NAICS) code for this acquisition is 333241 (500 employees).

After review of the responses to this sources sought announcement, a solicitation may be published on the beta.sam.gov or GSA eBuy websites. Responses to this sources sought announcement will not be considered adequate responses to the solicitation. All interested offerors must respond to the solicitation in addition to responding to this sources sought announcement. Prospective bidders must be authorized re-sellers in order to participate in the solicitation process.

Notice to potential offerors: All offerors who provide goods or services to the United States Federal Government must be registered in the System for Award Management (SAM) at www.sam.gov.
